It's Thursday. Somewhere in every five-year capital plan is a street that gets opened, closed, and opened again eighteen months later. A distribution executive told a conference stage this week that finding those streets has become a software problem.

The Big Story
Xcel credits data-driven planning for a $5 billion capital cut

At T&D World Live 2026, Xcel Energy distribution SVP Todd Conner said combining reliability, wildfire, storm and operational risk into a single view of the grid has already changed how the utility plans capital. Conner said the shift produced a 20% reduction in Xcel's five-year pathway and removed approximately $5 billion from its five-year capital plan, which he attributed to better coordination of work. He spoke on a panel with CenterPoint Energy, Osmose Utilities Services, Neara and Detect on how asset intelligence, AI and digital twins move utilities off program-by-program spending. The figures are Xcel's own, presented on stage rather than in a filing.

"If we wait for perfect data, we will never do it."

  • Conner said Xcel now schedules together work that would previously have been repeated at the same location over multiple years, and evaluates grid performance instead of individual programs.

  • CenterPoint Energy is merging remote sensing, LiDAR, sensor and inspection data to rank risk by customers affected and outage duration, then testing which mitigation fits, according to strategic coordination director Paul Mathew.

  • Neara's Robert Brook said utilities should pick one problem, determine what data it needs, and start small rather than wait on a perfect dataset.

  • Conner said his largest regret was not bringing field employees into the technology rollout earlier or more deeply.

Quick Hits
Technology milestones from across the grid

Five today: a thicker electrode, California's front-of-meter math, and a reactor that floats.

  • Fraunhofer ISE and partner institutes said a PFAS-free, solvent-free thick-electrode design raises cell energy density 10 to 15% with no added weight, validated in lithium-ion, sodium-ion and zinc-ion cells, a gain at the electrode level rather than the chemistry. ESS News

  • Kevala modeled 17.5 GW of front-of-meter solar and storage across 3,112 candidate 5 MW sites for the California Solar and Storage Association, enough to serve 32% of the state's three large investor-owned utilities' 2032 summer peak. Utility Dive

  • US battery storage added a reported record 20.2 GWh in the second quarter of 2026, the largest quarterly jump on record, resetting the baseline every interconnection and capacity forecast now has to chase. T&D World

  • Bluecore Energy raised a $50 million seed round to put small nuclear reactors on barges, starting with a design aimed at powering the Port of Long Beach. Axios

  • Glint Solar launched an AI land-screening tool for utility-scale solar and storage developers, aimed at the site-selection stage where schedules quietly slip. Enlit World

The Capital Stack
Suniva raises $835 million to build 4.5 GW of US solar cells

Suniva closed an $835 million debt and equity raise to fund a 4.5 GW solar cell plant in South Carolina, a scale that would make it a domestic cell producer at utility volume rather than a module assembler buying imported cells. Goldman Sachs Alternatives, I Squared Capital, JBA, Electron Capital, OIC and Rubric Capital participated. Cell capacity is the step in the solar supply chain US policy has struggled to onshore, and the step that decides whether domestic-content rules can be met.

Also in the capital stack:

CATL was upgraded to AAA and Wärtsilä downgraded to BB in the latest quarterly energy storage bankability update, a rating shift that shows up in lender terms before it shows up in procurement decisions. Energy-Storage.news

Policy Watch

  • The CLEAR Act, a bipartisan bill, would cut the window for litigating DOE-coordinated transmission reviews from six years to 120 days, moving interregional line risk out of the courtroom and back into permitting. RTO Insider

  • NERC will open balloting on proposed reliability standards written specifically for data centers and other computational large loads, the first standards to treat that class of load as a reliability object in its own right. RTO Insider

  • Energy Storage Canada recommended Ontario create a Distributed Reliability Track to procure behind-the-meter battery capacity ahead of a forecast supply crunch, a route that would count customer-sited storage as system capacity. Energy-Storage.news
