The Big Story
DOE taps Defense Production Act funds to speed Virginia grid upgrades
Energy Secretary Chris Wright announced up to $50 million in Defense Production Act funding on Friday for transmission upgrades in Appalachian Power's Virginia territory, pairing reconductoring with dynamic line rating sensors. DOE says the work would add about 290 MW of transmission capacity across APCo's Virginia system, one to four years sooner than conventional upgrades, Cardinal News reported.
It's taking existing infrastructure to deliver more electricity, allowing the creation of more jobs and lower prices.
APCo, an American Electric Power subsidiary, will receive $40 million of the total, matched by its own investment. APCo President Brian Abraham said the combined spend will be at least double the grant.
About 14 miles of Lynchburg-area lines will be reconductored under the New London-Otter rebuild, which APCo expects to finish by June 2029.
Sensors measuring temperature, wind speed and other weather conditions will add dynamic line ratings to four transmission lines in western Virginia.
The project was chosen under DOE's $1.9 billion SPARK program for reconductoring and advanced transmission upgrades, though the money comes from the Defense Production Act, according to DOE.

Technology milestones from across the grid
Four items on a thin weekend, from California batteries to Tuscan steam.
Tesla and Sunrun carried out a record 745 MW flex event in California earlier this month, Latitude Media reported, as virtual power plants regain credibility as grid resources while data centers seek multiple gigawatts of capacity. Latitude Media
Acen Renewables' New England Solar in New South Wales received a 244-tonne transformer after a 2,165 km road trip, equipment for a 320 MW second stage that takes the project to 720 MW, Australia's largest solar farm. RenewEconomy
Enel Green Power and Nippon Gases are nearing completion of a facility at Italy's Piancastagnaio geothermal plants that will capture about 100,000 tons of CO2 a year from plant steam for food, beverage and pharmaceutical use, with commissioning targeted for early 2027. ThinkGeoEnergy
Germany added 1.23 GW of solar in September, bringing 2026 additions to 12.63 GW and the national fleet to 130.68 GW, according to Bundesnetzagentur data, with plug-in balcony systems now totaling 456.5 MW across 327,000 units. Mercom
The Capital Stack
Australia's large-scale solar investment decisions hit a record 3.5 GW
Large-scale solar projects in Australia have reached 3.5 GW of final investment decisions so far in 2026, about 30% above the previous annual record, with 1 GW in the third quarter after 2 GW in the second, according to Clean Energy Regulator data reported by pv magazine. FIDs across all large-scale renewables reached 5 GW through October, already past the 4.9 GW full-year record. Rooftop solar added 894 MW in the September quarter, and home batteries approved under the Cheaper Home Batteries program reached 15.3 GWh by the end of September, out of about 19 GWh in total.

Grace Renewable Energy, an Ahmedabad solar EPC, filed draft IPO papers with India's securities regulator for up to 11.2 million shares, earmarking about ₹793 million (roughly $8.4 million) of proceeds for working capital. Mercom
Policy Watch
The Dutch digital infrastructure inspectorate (RDI) warned in a position paper that EU cyber rules leave the cloud backends of home-battery makers, energy management systems and aggregators uncovered, citing 8,547 internet-exposed EU solar and wind systems and the risk of a sudden imbalance of 3 GW or more. Its proposal to put these devices in the Cyber Resilience Act's class II and bring large remote-control players under NIS2 would raise the compliance bar for VPP software. pv magazine
The Trump administration has bought back offshore wind leases, including some suited to floating wind such as Invenergy's off California and Maine, and cancelled wind-port grants in California and Salem, Massachusetts, Inside Climate News reported. Floating wind needs ports costing over $1 billion each to reach the national 15 GW by 2035 target, and Maine's 10 to 12 turbine research array has sat in limbo since its developer suspended offtake talks in March.
