It's Monday. Building a nuclear reactor is supposed to take a decade and a national laboratory. A startup in Texas just did a version of it in about ten months, on private land, with fuel and parts it bought commercially.

The Big Story
Oklo wins DOE clearance to fuel and start its Groves reactor.
Oklo received startup authorization from the U.S. Department of Energy for its Groves Isotope Test Reactor in Lockhart, Texas, granted under the DOE Reactor Pilot Program. The company said the approval completes DOE's authorization process and clears the reactor to load fuel, run startup testing, and proceed toward first criticality. Groves is a low-power test reactor meant to prove out design, construction, and operations and to support Oklo's planned commercial production of medical and industrial isotopes. Oklo said it built the privately financed facility on a greenfield site in about ten months, with full-scale civil construction and with fuel and major components either sourced commercially or made in-house.
"This facility marks the fastest time that we are aware of to go from greenfield to substantial completion for a full-scale, privately funded and sited reactor in history."
The authorization followed a DOE readiness review checking that procedures, training, equipment, and safety programs met the bar to receive fuel.
Oklo said it developed its safety-management programs in-house rather than leaning on an existing national-lab framework.
The company frames Groves as a repeatable template for siting, building, and commissioning its future commercial reactors.
Oklo holds a DOE site-use permit and has filed the first custom combined license application for an advanced reactor with the NRC.

Technology milestones from across the grid
Four stories from across the grid, from California to Germany.
PG&E said it now has 12.7 GW of data-center projects in its interconnection pipeline and is courting smaller loads to spread the cost, a sign of how fast California's compute demand is stacking up. Utility Dive
Array Technologies launched a 60-degree version of its DuraTrack solar tracker that stows nearly vertical to shed hail, and bought balance-of-system maker AWM for $203 million to push into battery and data-center wiring. pv magazine
PJM briefly saw a voltage disturbance felt from Washington to Chicago on July 22 after a transmission line tripped and data centers in northern Virginia dropped to backup power; Dominion Energy said operators restored normal conditions within minutes. Data Center Dynamics
Germany set September for its first capacity-market auction, a structural opening for batteries and flexible capacity to get paid for being available. Energy-Storage.news
The Capital Stack
Brookfield buys storage developer Aypa Power from Blackstone at about $7 billion.
Brookfield agreed to acquire Aypa Power and its roughly 26.5 GW North American utility-scale storage and solar pipeline from Blackstone at an enterprise value of about $7 billion, according to Energy-Storage News. The deal hands one of the largest infrastructure investors a ready-made grid-storage platform aimed squarely at data-center-driven demand, and marks another marquee exit for a financial sponsor that built a development shop from the ground up.

Policy Watch
New Jersey enacted laws tightening transmission oversight, cutting utilities' allowed return on equity, creating data-center tariffs, and requiring state sign-off on supplementary transmission projects, a direct move to keep large-load costs off ordinary ratepayers. Utility Dive
The UK closed its flagship long-duration storage demonstrator program after five years and about £70 million across 24 projects, of which roughly eight reached build-and-commission, even as the government stands up a new cap-and-floor scheme to fund LDES, newsletter The Week in Energy reported. Chart of the Day
Solar just became the EU's top power source.

Solar supplied a record 25% of EU electricity in June, its highest share ever and the bloc's top power source across May and June, according to think tank Ember. Spain and Germany each drew more than a third of their power from solar, and Hungary nearly half.
